Waste Management & Remediation Specialist (Environmental)

Position Overview:
SCE is seeking a Waste Characterization Specialist to perform environmental assessment, waste characterization, permitting, and remediation work within the Waste Management & Remediation (WM&R) Section of the Environmental Services Department within Customer and Operational Services.   The incumbent will be involved with the oversight of waste characterization activities in support of construction projects undertaken annually throughout SCE’s service territory.  

The incumbent will provide consultative services on an as-needed basis to department and division management, customers, and client organizations on specialized technical issues which cross organizational boundaries and require thorough technical knowledge to resolve, including remediation.  The incumbent will arrange for and oversee waste characterization work and ensure its effective execution by assigned field contractors.  He or she will lead a team and participate as a team member during implementation of specialized technical projects.  It is anticipated that the incumbent will accomplish effective oversight by spending an approximate 50/50 split of time between the office and the field. 

Typical Responsibilities:

  • Coordinate and attend pre-construction and/or construction site meetings as needed to provide access, inspect site conditions, and ascertain work requirements for each project.  Review and approve site-specific scopes of work and cost estimates developed by vendors.  Issue contract work authorizations (CWAs) to one of WM&R Section’s four on-call vendors for each project.  Work with field and facility SESs to arrange for waste disposal.  Sign waste manifests as needed.  Review and act as needed on vendor change order requests and CWA revisions.
  • Review summary reports and verify accuracy of the waste characterization determinations made by each vendor.  Transmit and communicate interpretive summary reports to T&D or other organization construction project managers and/or teams.  Review, process, and approve vendor invoices.  Track vendor performance versus each CWA-specified budget.  Partner with manager and team members in conducting periodic meetings with vendors to review performance with emphasis on the achievement of project goals, quality of work, and safety.
  • Serve as a point source for waste characterization requests sent to the WM&R Section from T&D and other SCE organizations.  Create and maintain process to intake and manage the work.  Provide recommendations for process improvement and work with manager to make the function as efficient as possible. 
  • Develop, implement, and maintain a simplified and improved waste characterization reporting procedure, including summary report form with interpretation of findings and attached table with validated laboratory results, site drawing(s), and laboratory data reports.
  • Assist with other WM&R Section activities to enhance experience and capabilities and ensure group success.

Minimum Qualifications:

  • Bachelor’s degree in science, engineering, or related field. 
  • Three or more years of experience in the remediation and waste management field.

Desired Qualifications:

  • Master’s degree in environmental science, environmental engineering, or related field. 
  • Eight or more years of experience in the remediation and waste management field. 
  • Demonstrated experience and technical knowledge of electric utility facilities, waste characterization and classification, field execution, and safety.
  • Demonstrated experience and technical knowledge of the waste management and remediation fields.
  • Demonstrated mastery in the areas of project planning, decision making, results delivery, team building, and staying current with relevant technology and innovation.
  • Demonstrate personal mastery in the areas of ethics, influence and negotiation, leadership, interpersonal skills, communication, the ability to effectively manage stress, and engage in continuous learning.
  • Proficiency using computer systems and software, including Microsoft Office Suite.
  • Registration as a PE, PG, CHMM, or REHS.
