Senior Specialist, Process Safety Management

Responsible for providing compliant environmental, health, and safety (EHS) programs to operating departments at the West Point site.  Acts as site program leader for Process Safety Management, Life Safety and Loss Prevention.  Integrates EHS programs into daily operations to assure regulatory compliance, achieves continuous performance improvement, meeting EHS performance objectives.  Partners with operations to develop objectives to achieve these goals in alignment with site business goals and values.  Performs responsibilities and addresses problems with limited supervision. 
 
  • Provides oversight of Process Safety Management, Life Safety and Loss Prevention programs as a subject matter expert.
  • Develops and implements management systems, procedures and process improvements as needed to ensure continuous improvement in all OSHA, PSM, and EPA RMP regulations.
  • Reviews and recommends risk evaluation methods for new projects.  Directs risk assessment techniques to include Process Hazard Analysis (PHA), Layers of Protection Analysis (LOPA), Failure Mode Effects Analysis (FMEA), Fault Tree Analysis (FTA), What-if, Safety Instrumented Systems (SIS), Facility Siting Studies and other appropriate methodologies. 
  • Reviews processes, facilities, procedures and Management of Change (MOC) documents to assure conformance to recognized EHS regulations, standards and guidelines. 
  • Assist with Pre-Start Up Safety Reviews (PSSRs).
  • Work with operating areas to manage, maintain and improve potentially hazardous processes (PHP’s) and mitigate risk for the site.
  • Interprets regulations, guidelines, resources and reference information on Process Safety Management, Life Safety and Loss Prevention program elements, and advises site personnel on related issues and recommends compliant practices.
  • Advises engineering/operations during reviews of proposed projects to understand and plan for potential S&E implications.  
  • Routinely audits all PSM elements to ensure compliance and identify improvements and best practices. Partner with operating areas to identify necessary resources needed to close gaps.  Track action items to completion.
  • Serves as subject matter expert and develops training regarding PSM fundamentals, procedures, and requirements.
  • Contributes to site mechanical integrity program, ensuring equipment is inspected per code requirements.
  • Leads, facilitates or participates in site incident investigations to determine root causes of incidents, especially those which are PSM-related.
  • Acts as source for engineering standards and industry loss prevention standards.
  • Provides leadership to formation and sustained performance of action oriented EHS committees.
  • Assures completion of all regulatory submissions, notifications, etc. required to maintain compliance with federal, state, and local EHS requirements.
 
Qualifications:
Education Minimum Requirement: 

  • Bachelor’s Degree required in Mechanical Engineering, Chemical Engineering, Environmental Engineering, or related engineering or physical science discipline.  
 
Required Experience and Skills: 

  • Applied professional EHS work experience which demonstrates knowledge of environmental issues, safety, and regulatory and code compliance (OSHA PSM, EPA RMP, NFPA, ASME, ANSI, ISA, ISO).
  • A minimum of 5 years of experience directly related to the duties and responsibilities specified in the job description.  
  • Intermediate proficiency in other areas of safety and environmental compliance, critical thinking, project management, problem solving and communication skills.  Excellent written and communication skills.
  • Proficient in critical thinking, problem solving, communication skills, project management and MS Office suite (Word, Excel, Power Point).  
  • Basic level of skill with managing budgets.

Preferred Experience and Skills:

  • Relevant professional experience supporting pharmaceutical industry, including manufacturing, research labs, pilot plant and utilities operations.
  • Experience in Reliability Centered Maintenance (RCM) and Mechanical Integrity (MI) program implementation.
  • Relevant Project Management experience and use of Six Sigma tools
