Safety Program Manager

The Port of Longview is recruiting to fill the position of Safety Program Manager. The Safety Program Manager leads a coordinated effort to create and maintain a culture of safety resulting in safe work practices and the reduction of injuries and hazards to employees, customers and visitors. 

This position is responsible for identifying the risk and loss exposures facing the Port, evaluating and implementing appropriate risk control options and collaborating with internal and external stakeholders to create policies, plans and procedures related to injury prevention, employee safety and health, risk transfer, emergency response, natural hazard mitigation and business continuity.  Prior work experience in a maritime cargo operations and/or rail environment highly preferred.

Salary $78,656 - $98,319

POSITION OVERVIEW:

The Safety Program Manager leads a coordinated effort to create and maintain a culture of safety resulting in safe work practices and the reduction of injuries and hazards to employees, customers and visitors. This position will create, maintain, and implement, through day-to-day operations and required trainings, the Port’s Safety program port wide, which includes programs that are specific to Port Operations, Maintenance and Administrative departments.

This position is responsible for identifying the risk and loss exposures facing the Port, evaluating and implementing appropriate risk control options and collaborating with internal and external stakeholders to create policies, plans and procedures related to injury prevention, employee safety and health, risk transfer, emergency response, natural hazard mitigation and business continuity. This position also promotes industry resiliency through on-going emergency management programs, trainings and activities. Responsibilities will include coordination and supervision of safety consultants.

REPORTING RELATIONSHIPS:

This position reports to the CEO. This position will work closely with senior
staff and the Port’s safety consultants to make recommendations regarding the development and implementation of safety related procedures port wide. This position does not provide any formal supervisory direction to others.

MINIMUM QUALIFICATIONS:

Minimum of a bachelor’s degree from an accredited four-year college or
university with course work in occupational safety, industrial hygiene, safety and health, emergency management, risk management, or associated related fields. An equivalent combination of education and experience can be substituted for a bachelor’s degree.

Previous job experience requires a minimum of 3 years of safety related experience. Completion of National Incident Management Systems (NIMS) training courses IS-100, IS-200, IS-300, IS-400 and IS-700 is preferred. Prior collaborative work experience involving trade represented employee groups (especially in the maritime environment) is highly desirable. A valid Driver’s License and ability to obtain a Transportation Workers Identification Credential (TWIC) is a requirement of the position. Experience in Emergency Management is highly desirable.

CERTIFICATIONS:

Professional certification in safety (CSP) or industrial hygiene (CIH) is a requirement of the position and must be obtained within the first 24 months on the job.

WORKING CONDITIONS:

Work is performed in an office environment (approximately 2/3 of the time) as well as at various outdoor marine industrial locations (approximately 1/3 of the time). Outdoor work will include adverse weather conditions, uneven ground, exposure to moving machinery, and moderate to loud noise. Position may be required to occasionally work a flexible schedule, as necessary, in response to events arising during the Port’s 24-hour operations. This position requires regular and predictable attendance.

PHYSICAL/MENTAL DEMANDS:

While performing the duties of this job, the employee is frequently required to sit; use hands or fingers; handle or feel; talk and hear. The employee is required to reach with hands and arms. The employee is sometimes required to lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

KNOWLEDGE AND SKILLS:

• Must have strong substantive knowledge of regulations and guidance promulgated by Federal and State OSHA/WISHA, Pacific Coast Maritime Safety Code (PCMSC), Safety management systems and workers' compensation requirements.
• Knowledge of risk management principles and practices.
• Strong familiarity, understanding and experience in Safety management systems and their
successful implementation.
• Ability to establish and maintain effective working relationships with fellow employees, customers and visitors
• Ability to develop and maintain collaborative relationships with multi-jurisdictional union labor.
• Must have experience investigating accidents and implementing mitigation responses.
• Must be able to clearly and succinctly communicate practical safety solutions to all levels of administrative and facility personnel.
• Must have excellent written and verbal communications skills.
• Must be flexible and creative in developing solutions that deliver results.
• Knowledge of emergency management concepts including the National Incident Management System (NIMS) and the application and use of the Incident Command System (ICS).
• Proficient knowledge of the use of Microsoft Applications including Work, Outlook and Excel.
