Summary:
The Safety Coordinator manages the AlexRenew Safety, Security and Hazardous Wastes programs. They will make decisions on various safety and security issues and policies affecting overall AlexRenew operations. The Safety Coordinator will act as a liaison between AlexRenew and external emergency service agencies. Under the Safety Coordinator’s leadership, provide oversite to ensure workplace adherence to all legal expectations and actively supports occupational health and safety regulations.

Essential Duties & Responsibilities: 

  • Manages AlexRenew safety and security programs. 
  • Oversees compliance, inspections, coordination and administration of OSHA general industry standards;
  • Identifies safety issues and oversees corrective action.
  • Performs investigations on related safety and security matters.
  • Oversees compliance with hazardous waste management regulations.  Assists departments with hazardous material storage, removal of hazardous materials and manages associated documentation.
  • Assists with prevention and reorganization of general liability occurrences; manages Property and Liability insurance, its programs and claim submission and completion.
  • Responds to health and safety questions and/or complaints from staff.
  • Prepares, submits and/or maintains OSHA required routine and recurring reports/statistics for Federal and State agencies and within organization in accordance with OSHA record-keeping guidelines.
  • Serves as AlexRenew liaison with consultants, municipal representatives, community boards and professional associations in the area of safety and security.  Attends and participates in meetings as required.
  • In collaboration with Communications Department, coordinate safety and security for special events, projects and functions, such as retreats, meetings, conferences, training programs, seminars, etc.
  • Develop, implement, monitor, review and evaluate existing departmental safety programs to ensure adherence to OSHA regulations and standards.
  • Manages security contractors and agreements.  Ensures that security services provided by contracted personnel are consistent with AlexRenew and City of Alexandria laws and policies.
  • Investigate job related accidents, illness or injuries, evaluate and make recommendations and/or determinations and implement solutions to avoid similar future occurrences.
  • Stay up-to-date with all federal and state registers for new and updated safety regulations to ensure all employees are educated and trained to meet required standards; and activities are conducted in accordance with these regulations.
  • Direct a comprehensive Safety and Emergency Planning and Response program, including all training and policies, such as the All Hazards Emergency Management Plan and the Continuity of Operations plan.  Develop and activate the Incident Management Team, when required.
  • Drive and implement a total safety culture using behavior based methodologies.
  • In collaboration with Human Resources Department, plans and implements in-service training related to safety and security for all AlexRenew personnel to include but not limited to safety and security plans, emergency preparedness and crisis situations.
  • Ensure AlexRenew is compliant with all applicable federal, state and local safety and health emergency management laws and regulations.
  • Monitor and participate as AlexRenew lead on Water ISAC and local WARN programs.
  • Lead all Safety Committee meetings and inspections, provide guidance, recommendations and maintain all reports and documentation concerning the inspections.
  • Other duties as required. 

Qualification Requirements:

Education and/or Experience:

  • Bachelor’s degree in business, emergency management, EHS management, public administration or related field or an equivalent combination of training and experience may be used to meet the minimum qualifications of the classification desired.
  • Five (5) years safety and security administration experience preferred.
  • Certified Emergency Manager (CEM) or equivalent preferred.
  • Certified Safety Professional (CSP) or equivalent preferred. 


Knowledge:

  • Policies and procedures related to homeland security.
  • OSHA general industry regulations.
  • Knowledge of hazardous substances, wastes and materials.
  • Security procedures and related laws and regulations.
  • Risks associated with various occupations.
  • Risk prevention practices and methods.
  • Preparing budgets for review by the Director of Environmental Performance.
  • Safety management and knowledge of environmental regulations and the regulatory process.
  • Insurance principles, practices and terminology of loss reduction and loss control as well as claims management, claims adjusting and subrogation.


Skills:

  • Exceptional oral and written communication skills.
  • Presentation skills.
  • Ability to interpret, convey and apply technical specifications, regulations and other guidance materials.
  • Computer proficiency in Microsoft Office Suite.
  • Ability to prepare and conduct health and safety-related training.

Physical Demands: 
The physical demands described here are representative of those that an employee may perform on an occasional to regular basis while performing functions of this job.  A detailed Physical Demands Analysis is available at Human Resources and a copy will be provided to all incumbents in this position. 

While performing the duties of this job, typical of office work, include lifting up to 10 pounds and minimal pushing or pulling. The employee must occasionally lift and/or move up to 20 pounds.

The work environment characteristics described here are representative of those an employee would encounter while performing the essential functions of this job. Environmental conditions necessitate following strict safety guidelines and use of Personal Protective Equipment. 

While performing the duties of this job, the employee performs work indoors in a climate controlled environment with outdoor trips between buildings.
