Process Safety Management (PSM) Program Manager


Position Summary: The Process Safety Management (PSM) Program Manager will have overall responsibility for all PSM elements at the site, including the PSM Operations Manual.

The PSM Program Manager will report directly to the site's SHE Manager.

Duties and Responsibilities:

  • Providing technical support for process safety and risk management compliance activities as needed through a matrix organization.
  • Responsible for ensuring the site maintains OSHA PSM compliance through support and program oversight for the entire facility.
  • Serve as the RMP regulations subject matter expert for the Site and may have responsibilities relating to RMP compliance and program oversight.
  • Continuous improvement to process safety performance and reduce risk by facilitating PHA and Layer of Protection Analyses (LOPA). 
  • Develop and update site policies, requirements and procedures related to process safety, track PHA revalidations and develop and conduct PSM training.

Education and experience required:

  • Bachelor's Degree in chemistry, chemical engineering or other related field with at least 8 years of experience. Five of these years, must have been working with PSM or RMP at an industrial facility, including experience with PHA.
  • Proven ability to implement process safety programs in a chemical manufacturing arena and above average computer skills (e.g., spreadsheets, word processing, and database management).
  • Proven experience coordinating complex project and working with staff and other departments to complete those projects.
  • Must be able to communicate effectively in writing and verbally, including presenting information to the site's senior leadership team and regulatory agencies.
  • Highly motivated, organized, results-driven self-starter with an ability to work issues across a multi-layered organization in a team approach.
  • Must be able to coordinate multiple priorities at the same time in a fast-paced environment with little oversight or supervision and be able to work closely with staff from all levels of the organization to achieve desired results.

Preferred experience:

  • Master’s degree and at least 8 years’ experience with PSM or RMP as described above in required experience
  • Prior experience with energetics.
  • Experience working in Department of Defense (DoD) facilities and programs
