Plant EHS Manager

Clark Pacific is seeking a hands-on, dynamic, diverse and experienced Environmental, Health & Safety (EHS) Manager to lead day-to-day EHS Operations for the Woodland Plant. 

The right candidate must:

  • Possess a thorough knowledge and understanding of applicable Cal/OSHA General Industry Standards.
  • Demonstrate proactive and high performance in identifying and mitigating hazards for the prevention of injuries and applying management of change principles. 
     

SUMMARY OF POSITION:

  • To provide plant-specific EHS leadership, ensure compliance with all applicable regulations, standards, policies, procedures and best practices and keeps plant management abreast of changes. 
  • Develop and execute EHS directives, proactively prevent injuries and improve performance. 
  • EHS Manager provides recommendations with the design and development of work areas and procedures and makes recommendations to plant management.
  • Responsible for preparing, maintaining, and updating plant Job Hazard Analysis (JHAs), and other related EHS training. 
  • In addition, communicates with plant management to ensure all necessary EHS training/certifications for the entire workforce have been completed and are up-to-date.
  • Ensure work procedures are being implemented and followed by plant personnel.
  • EHS Manager serves as a representative with all state and local regulatory agencies.
  • EHS Manager will meet regularly with plant management to ensure EHS deliverables and action items are being completed based on utilization of the hierarchy of controls.
  • Provides plant security oversight and management of incidents.
  • Oversees the emergency response team, maintain procedures, ensures up-to-date training, and conducts emergency drills and scenarios.
     

% of time - Specific duties/responsibilities/functions: 

25% - Environmental:

  • Under general supervision of the EHS Director and partnership with the Environmental Manager, assist in the development, implementation, and monitoring of assigned environmental programs, program elements or projects in the Woodland and West Sacramento plants; performs technical and administrative duties in the implementation of program activities; participates in developing program/project designs; participates in ensuring program compliance with all applicable laws, regulations and regulatory agency requirements.
  • Assist in developing any environmental policies/procedures
  • Assist when needed on the environmental side: facilitating monthly meetings with the responsibility of providing an agenda, gathering necessary information, taking down meeting minutes and following up with assigned action items and requests for action.
  • Assist with coordination and provides information and technical assistance to other departments.  Responds to routine and moderately difficult environmental inquiries from departments and various operations; educates and informs staff about regulations, rules, policies, processes and procedures related to areas of responsibility; responds to requests for information regarding specific environmental activities; cooperates with and provides information to environmental agencies; represents EHS in meetings with other departments and outside agencies regarding program issues. 
     

50% – Health & Safety: 

  • Assist in developing and implementing site-specific safety procedures.  Conduct Safety Reviews and Safety Audits.  Direct occupational and general safety programs to ensure a safe environment and comply with company safety standards.  Review all safety documentation/reports for accuracy and completeness; ensure all required documents are forwarded to in-house record keeping as well as federal and state agencies per regulations. Conduct or assist in near miss/accident investigation, root cause and corrective actions for prevention of reoccurrence.
  • Ensure compliance with all health and safety regulations, and keep abreast Plant Management regarding applicable changes to laws and regulations that impact the plant/organization. Serve as agencies contact for Woodland and West Sacramento locations. Lead and facilitate a work environment that supports a ZERO injury culture. 
  • Manage the Emergency Response Team and ensure the team is properly training, conduct emergency drills and scenarios.   
     

15% – Leadership/ Continuous Improvement: 

  • Provide technical advice, coaching, guidance, and mentoring to plant managers and employees on safety initiatives and necessary changes. Investigate opportunities to increase EHS efficiency through process continuous improvement.
  • Act as a champion for the Safety Leadership program and lead by example.
     

10% - Security:
Provide oversight for plant security program including handling monitoring, incident investigation and ensure security system and equipment remains functional and secure.   

SPECIFICATIONS: 
Job specifications should include all necessary qualifications to perform the full job at an acceptable level.

Kind and length of experience:      
A minimum of 10 years’ experience in related field.  5+ years successfully managing direct reports. 

Specialized Knowledge: 

  • Thorough knowledge of Cal/OSHA General Industry regulations.
  • Knowledge of loss control methods and procedures.
  • Knowledge of California EPA requirements for General Industry (air, water, land).
     

Minimum Knowledge/education/certification/license requirements: 

  • Bachelor of Science degree in Occupational, Health & Safety or related field.
  • Current First Aid/CPR/AED/Bloodborne Pathogen Trained/Certified preferred, but not required.
  • Strong computer skills including Outlook and Microsoft Office. 


Physical Requirements:
(i.e., extended periods of sitting, bending, stooping, standing, walking or driving; frequency of lifting or carrying heavy objects - note required weight; required communication skills - verbal/auditory):

  • Must be able to work in a plant construction environment with extended periods of walking and standing.
  • Must be able to occasionally lift to 30 lbs.
  • Must we able to sit and work at a computer workstation.
     

Environmental Factors:
(e.g., ability to work in extreme heat/cold, ability to work at heights over 15 feet, travel, ability to work weekends/on-call).

  • Position requires being outdoors regularly.  
  • Ability to travel occasionally to the West Sacramento Administrative facility and assist Southern California plants.
  • Must be willing to work late on weekdays and weekends, as applicable.
  • Climb ladders and work at varied heights.
