Lead Environmental, Health & Safety (EHS) Professional, Compliance Management

SUMMARY:
A brief description summarizing the overall purpose and objectives of the position and the results the worker is expected to accomplish. 

The Lead EHS Professional, Compliance Management develops and implements company-wide programs and processes necessary to ensure compliance with applicable environmental laws and regulations. The scope of work spans a broad spectrum of EHS regulatory requirements and essential compliance management programs, such as Training, Emergency Response, Incident Investigation, Management Review and Employee Engagement. The position plays a key support and advisory role, working directly with regional EHS and Operations teams and Corporate EHS functional experts. As a senior team member, the incumbent mentors and serves as a technical resource for other EHS staff. The successful candidate reports directly to the Vice President, EHS and is a member of the EHS Leadership Team.

ESSENTIAL FUNCTIONS:
The tasks, duties, and responsibilities of the position that are most important to get the job done. 

  • Evaluate the effectiveness of PDC’s Compliance Management on a regular basis; develop prioritized work plans to address shortcomings and improvement opportunities;
  • Implement an EHS Training management infrastructure including curriculum, content, effectiveness measures and recordkeeping;
  • Manage PDC Energy’s essential compliance procedures, manuals and guidance documents; develop content, oversee quality, ensure regular review, and effective distribution;
  • Organize and implement procedures, training and drills to build PDC Energy’s Emergency Response capability;
  • Maintain a corrective action tracking system to ensure closure of actions identified by internal and external inspections and audits;
  • Maintain knowledge of applicable regulations and standards as they are introduced or changed; translate emerging requirements into actionable procedures and ensure the organization’s readiness for compliance;
  • As a subject matter expert, provide input and guidance to PDC’s management, field personnel, and contractors to enhance PDC’s compliance status;
  • Develop and publish compliance performance measures;
  • Coordinate closely with affected internal stakeholders, including other EHS staff, Operations, and support functions;
  • Perform and assume other duties and responsibilities as assigned
     

KNOWLEDGE, SKILLS AND ATTRIBUTES:

  • Subject matter expert regarding rules and regulations affecting oil & gas operations, as well as management systems to assure compliance;
  • Excellent interpersonal skills;

  • Thorough knowledge of EHS regulatory standards and compliance;
  • Excellent communication skills, both written and oral;
  • Ability to manage multiple projects with minimal supervision in a highly dynamic work environment;
  • Effective in engaging stakeholders and building support for new initiatives;
  • Strong meeting facilitation skills
     

SUPERVISORY RESPONSIBILITIES:
The scope of the person’s authority, including a list of jobs that report to the incumbent. 

  • This is an individual contributor role, with no direct reports;
  • Supervision of contractors and leadership of project and program teams will be required.
     

WORKING CONDITIONS:
The environment in which the job is performed, especially any unique conditions outside a normal office environment. Consistent with that of a normal office environment. Occasional travel to PDC Energy field locations and external events is required. 

MINIMUM QUALIFICATIONS:
The minimum level of education, experience, and certifications required to perform the job. 

  • BS Degree in Environmental or Safety-related field, MS preferred;
  • 8 years of experience of progressive responsibility in EHS roles;
  • Experience in Oil & Gas or other extractive industry highly preferred;
  • Relevant certifications, such as CSP, PE, CIH, a plus.
