L&I Safety & Health Specialist 3, In-Training

If so, then we are looking for you!  At the Department of Labor & Industries, we have a need for dedicated safety professionals who will take personal responsibility to get hazards corrected before workers get hurt. Our safety & health professionals conduct safety inspections in industries that include manufacturing, construction and other industries identifying hazardous working conditions and ensuring compliance with safety and health regulations. Additionally they observe and document safety hazards, write reports of proposed violations and penalties and provide technical assistance to employers in order for them to abate hazards.
This opportunity can be filled as a Safety & Health Specialist 3, or may be filled as an in-training opportunity to develop the required skills within this specialized field. Candidates who fill this opportunity as a Safety & Health Specialist 3 in-training, will need to successfully complete a formal training plan. The training plan provides classroom and on the job training. Our goal is to encourage qualified and enthusiastic individuals to apply for this challenging opportunity.  We seek individuals who exert their best effort and have a desire to enhance their skills while learning. Upon successful competition of the in-training plan, you will progressively advance to the goal of Safety & Health Specialist 3.

Some of what you'll do:

  • Travel to employers' place of business or worksites. Lead complex investigations and fatalities.
  • Investigate worksites to identify safety hazards while taking field notes, photos, videos, or other appropriate documentation methods.
  • Conduct interviews; review written materials, reports and records. Critically evaluate the use of protective methods, safe work practices, and engineering controls.
  • Determine employer compliance or non-compliance with Safety and Health Standards; write reports documenting employee exposure along with proposed citations and monetary penalties as appropriate.
  • Present verbal and written reports of the investigation findings; minimum standards that must be satisfied; offer suggestions for abatement; ensure that abatement of hazards has been accomplished.
  • Train new inspectors.
  • Use Word, Outlook, and the Internet to create well-written reports, correspondence, send email, and conduct research.
  • Safely operate a State or personal vehicle to travel between jobsites. Move about on foot and over rough terrain.

Who should apply
Professionals with a thorough understanding of safety and health rules and regulations, ability to explain to customers what their business must do to comply with these regulations.  Experience in construction trade or industries.

To qualify at the SHS 3 in-training level, the following is required:
A bachelor's degree, AND two years of experience as a safety and health manager, industrial occupational safety consultant, industrial occupational safety inspector, or related experience;
Four years of full-time journey level experience in the following industries: logging, construction, manufacturing, health/medical, or related experience, AND two years of experience as a safety and health manager, industrial occupational safety consultant, industrial occupational safety inspector, or related experience.

To qualify at the SHS 3, the following is required:
Three years as L&I Safety and Health Specialist or Industrial Hygienist;
a Bachelor's degree AND three years of experience as a safety and health officer, Safety and Health consultant, industrial occupational inspector, or related experience;

Four years of full-time journey level experience in one or more of the following industries: logging, construction, manufacturing, health/medical, or related experience, and three years of experience as a safety and health officer, safety and health consultant, industrial occupational inspector, or related experience.

College-level education will substitute, year for year, for up to four years of non-safety and health experience. Additional safety and health qualifying experience will substitute year for year, for education.
What we're looking for:

  • Experience in the construction trades or manufacturing using machines (lathes, press brakes, drill press saws, grinders, sanders etc.).
  • Strong written, verbal and interpersonal communications skills with ability to write comprehensive and concise reports detailing identified hazards.
  • Skilled at providing customer service ability to identify issues, provide options, and exercise knowledge of laws and regulations to assist others and resolve complaints or conflicts.
  • Handle stressful and adverse situations; respond to difficult situations with tact and diplomacy.
  • Research and analytical skills ability to identify, collect, organize and document data, evaluate options, form conclusions and make decisions.
  • Use standard functions of Microsoft Office Suite.
  • Willing to work an unscheduled workweek of 40 hours with frequent travel within the region and other L&I locations to visit employer worksites and attend meetings. Days and hours may vary depending on workload, occasionally working outdoors and in varying weather conditions.
  • Valid driver's license.

 Within the Department of Labor and Industries, conditional to hazard exposure:  Industrial Hygienists and Safety & Health Specialists are paid base salary plus four (4) ranges for each hour they are required to use personal protective equipment (excluding hard hat, boots, hearing and eye protection) to enter a hazardous workspace to inspect or investigate a fatality or serious incident that still has the hazard present and is unsecured.
