The Pennsylvania State University Department of Environmental Health and Safety (EHS) is seeking an individual with broad knowledge and experience in all aspects of hazardous waste and hazardous materials shipping management to join the EHS department at University Park Campus. This position oversees Penn State's Hazardous Materials Program for all University locations (including all Commonwealth campuses and research locations), except the Hershey Medical Center and College of Medicine.

Responsibilities include:

• Serves as the technical expert and program leader

• Manages vendors and association budgets

• Conducts compliance and risk assessments

• Independently develops and implements campus-wide programs to comply with the hazardous material and waste regulatory requirements

• Day-to-day management of the chemical waste disposal and hazardous materials shipping programs including the ability to assess current program metrics to identify new performance goals

• Manages hazardous materials and waste programs, including development of EHS Program Manuals and guidance documentation and routinely assess program metrics to identify new performance goals and training opportunities

• Coordinates staff and vendor activities with the day-to-day operations of the hazardous materials shipping and waste programs

• Serves as a team lead in hazardous material spill response and coordinates with EHS staff, campus units, police, fire and contractors

• Supports emergency team preparedness and reviews response

• Develop and provide train-the-trainer and general training programs for EHS staff, safety officers and general community on hazardous materials and waste programs

• Oversees waste vendor services, negotiates waste disposal contracts and maintains budgets

• Prepares hazardous waste emergency contingency plan and regulatory reports

• Participates on EHS team and provides support to further departmental mission

• Assists EHS staff as needed

• Provides service to other EHS programs

• Works with other EHS staff to develop other programs, as required.


Typically requires a Bachelor's degree or higher in Occupational Safety/Environmental Health or related discipline plus five years of related experience, or an equivalent combination of education and experience. Preferred qualifications include Certified Hazardous Materials Manager or Professional (CHMM/CHMP) and Hazardous Waste Operations and Emergency Response training (HAZWOPER). Comprehensive knowledge of hazardous waste and universal waste regulations, working knowledge of both federal and state regulations especially RCRA, and an understanding of good practices in waste management.

Demonstrated experience communicating technical information to a wide range of audiences is necessary. The ability to be flexible in the face of unplanned hazardous waste customer needs is highly desirable. The candidate must be able to achieve medical clearance and be able to wear respiratory protection, be able to lift and carry up to 50 pounds without accommodation, and able to handle and move of full drums (55 gallon) of regulated waste, with or without accommodation. This position is required to respond to emergencies involving regulated/hazardous materials and wastes, as directed.
