Environmental Specialist

Job Description:
Targa has an immediate opportunity for an Environmental Specialist located in the Midland/Odessa, Texas area to support the Permian North business including the gas plants and the associated gathering systems. This position will assist operations in achieving Targa’s goals with respect to environmental compliance in our operations. A proven ability to solve problems, learn new material, adapt to change and be an effective communicator are key traits to success in this position.

This position is located at the Sand Hills Gas Plant located near Crane, Texas, just south of Odessa, Texas. The employee will report to the local Environmental Supervisor and will collaborate with the local ES&H and Operations staff to achieve regulatory compliance and operational goals. All the field ES&H positions in Targa received support and guidance from the Corporate ES&H staff.

Job Responsibilities

  • Title V: Learn and participate in ensuring monitoring, recordkeeping, and reporting compliance with operating permits. Preparing deviation reports and annual compliance certifications. Working to implement and improve compliance tracking systems.
  • New Source Review Permits – Working with Corporate ES& as well as local engineering and operations personnel on authorizations for new or modified sources, permit renewals, and permit modifications.
  • NPDES, TPDES, and storm water – Partnering with others to work toward compliance with all water and wastewater permits. Includes helping with the oversight of testing schedules and laboratories, review and gathering of DMR data, reporting of noncompliance, and coordinated work with consultants and contractors on activities, as needed.
  • SPCC and SWP3 – Learn and participate in the regions SPCC and SWP3 programs.
  • CERCLA, SARA, and State Superfund programs. Participate with the environmental team in gathering and reporting data, as needed. Working with Corporate ES&H on regulatory reporting.
  • Waste management with focus on RCRA requirements and reporting rules. Participate in helping develop waste minimization strategies and mindset.
  • Provide assistance in resolving issues concerning environmental compliance through research and conferring with appropriate Technical Services personnel.
  • Assist with compliance audits, as needed. Facilitate resolution of issues generated from reviews, inspections, and incident investigations.
  • Participate in related environmental programs and procedures to ensure compliance and continuous improvement.
  • Develop and understanding of applicable regulations and relationships with local agencies.
  • Help implement and maintain an effective filing system that helps demonstrate compliance with all legal and other requirements.
  • Interface with Regulatory Agencies as necessary.

Minimum Essential Qualifications

  • B.S. in life sciences, environmental sciences, engineering or related science degree. Will consider other degrees only where candidate 2+ years of direct experience as an Environmental Specialist.
  • Possess and maintain a valid driver’s license to include a safe driving record satisfactory to the company
  • Intermediate level desktop computer skills using Microsoft Word, Excel, Access and PowerPoint.
  • Physical ability to access and work throughout all plant operations and accompany regulators on facility tours.
  • Fluent English verbal and written skills.
  • Must demonstrate strong communication skills
  • Ability to travel away overnight periodically, as needed, for training or company events.
  • Ability to be flexible and manage change.
  • Ability to organize and work self-sufficiently given direction and resources.

Preferred Qualifications

  • 3+ years of related experience in a manufacturing or consulting environment through previous work, co-op, or internship.
  • 8+ years of experience – will consider hiring as Senior Environmental Specialist.
  • Related work experience in the oil and gas industry in Texas.
  • A collaborative personality, ready to work in teams and with others to solve problems.
  • Ability to interface effectively with all levels within the company as well as organizations outside the company (regulatory agencies, contractors, consultants).
