Environmental Health, Safety (EHS) & Security Specialist

Headquartered in Vancouver, Washington, Tidewater Transportation & Terminals operates the largest barge transportation and terminal network on the Columbia-Snake River system. We are currently seeking an Environmental Health, Safety & Security Specialist to join our team. The successful candidate will be primarily responsible for maintaining effective environmental, health, safety & security programs that comply with state, federal and local applicable regulations at Tidewater’s tug and barge maintenance facilities in Vancouver, Washington.  Secondary responsibilities will include EHS&S at Tidewater Terminal Company and West Coast Marine Cleaning. This individual will also be responsible for promoting safe behaviors and environmental stewardship for the execution of a healthy and safe work environment and compliant environmental practices utilizing processes of risk assessment and continuous process improvement.  

Responsibilities include ensuring state, federal and local safety and environmental regulations, laws and related Company policies, procedures and processes are observed and adhered to through regular inspection, audit, and monitoring; ensuring regulatory and Company record keeping requirements are met and provided on a timely basis; and staying up-to-date on current relevant environmental, health, safety & security compliance issues that may affect the operations of the business. 

An Associate’s or Bachelor’s degree in environmental, health, safety and/or security or a related field of study is preferred.   Three to five years’ experience with a focus on environmental, health, and safety compliance required.  Experience in marine, industrial, terminal, and/or shipyard setting, behavioral-based safety process, and root cause analysis is preferred.

Position Summary:
Responsible for maintaining effective environmental, health, safety & security programs that comply with state, federal and local applicable regulations. This position will also be responsible for promoting safe behaviors and environmental stewardship for the development of safe work and responsible environmental practices utilizing processes of risk assessment and continuous improvement.  

Essential Functions:

  • Manages self and others in support of safe and incident-free operations in pursuit of Target Zero
  • Helps to ensure that state, federal and local safety and environmental regulations, laws and related Company policies, procedures and processes are observed and adhered to through regular inspection, audit, and monitoring.
  • Helps to ensure that regulatory and Company record keeping requirements are met and provided on a timely basis.
  • Maintains expertise on current relevant environmental, health, safety & security compliance issues that may affect the operations of the business.
  • Provides expertise in the anticipation, recognition, assessment and control of risks to personnel, contractors and the community.
  • Effectively manages assigned projects, including schedules, budgets, and records, and report status to the Director of EHS&S.
  • Develops and distributes monthly behavior based safety (BBS) reports to Director of EHS&S and safety committees regarding observation and assessment data, action plans and possible barriers.
  • Conducts employee safety training, including but not limited to, BBS, regulatory and Company required in assigned work area(s).Conducts environmental, health and security training as assigned.
  • Promotes the BBS process through contact with employees and trained observers in assigned work area(s)to ensure that BBS observation goals are being met
  • Assists safety committees by providing administrative support and problem solving related to BBS and all other safety committee action plans/items.
  • Maintains a presence in the field of assigned work area(s) with employees and management to ensure safety/ environmental regulatory compliance and evaluate safe work and best management and techniques.
  • Proactively assesses environmental and safety trends and best management practices that will assist in the initiation and development of safety policies, procedures and programs that address key safety issues and concerns within the operations of the Company.
  • Conducts and/or participates in incident investigations and follow up on corrective and/or preventive actions of potential problems by reviewing formal reports from supervisory and management personnel.Assist in the corrective and/or preventive action process as necessary.
  • May have responsibility for issuance and maintenance of safety equipment and supplies.
  • Communicates issues of concern to management through appropriate reporting procedures and maintain appropriate documentation.
  • Responsible for regular and prompt attendance as assigned.
  • Performs other duties as assigned.

Required Education and/or Experience:

  • Associate’s or Bachelor’s degree in environmental, health, safety and/or security or a related field of study is preferred. Three to five years’ experience in an industrial setting with a focus on environmental, health, and safety compliance.Experience in marine, terminal, and/or maintenance yard setting is preferred.
  • Experience with a behavioral-based safety process is preferred.
  • Experience with root cause analysis is preferred.

Required Qualifications:

  • Basic understanding and ability to interpret f codes, rules, regulations and procedures.
  • Must be available on an on-call basis nights, weekends, and holidays.
  • Ability to work well under pressure and in critical situations.
  • Ability to work with limited supervision.
  • Strong presentation and training skills with the ability to communicate effectively in both oral and written form.
  • Demonstrated ability to influence by example and the ability to work with all levels of the organization.
  • Ability to obtain a TWIC card from Department of Homeland Security.
  • Must possess a valid Driver’s License.                      

 

Language Skills:
Ability to read, write, verbalize and comprehend instructions and correspondence at the highest levels in the English language.  Ability to effectively present information in one-on-one and group situations to customers, clients, and other team members.  Conflict resolution skills.  Excellent interpersonal skills.  Excellent verbal and customer service skills.

Mathematical Skills:
Must have mathematical skills equivalent to those required under degree requirement.

This position is regularly exposed to a terminal, shop and/or on board tug boats and barges as job duties require.  May be exposed to loud operating machinery, inclement weather conditions, working around water, uneven surfaces, steel or wood decks, around obstacles, on moving pitching or rolling decks or barge surfaces, electrical and mechanical hazards, foreign body hazards, chemicals, vapors, dust and fumes. 

Machines, Tools Equipment, Software:
Personal computer, fax machine, copy machine, cellular phone, office phone, other office equipment as required by essential functions of position.  Software includes Microsoft Office, Access, PowerPoint and any other systems of software needed to perform the essential duties of the position.
