Environmental Engineer (Air Quality)

 Responsible for assisting the Environmental Department in assuring compliance with all federal, state, and local environmental air quality regulations and manages air quality permit actions.

Key Responsibilities

- Reviews proposed projects and make determinations as to whether an air quality permit will be required and if so, what type, what might be required, and how long it will take
- Compiles, drafts and submits air quality permit applications for company projects and Title V renewals
- Negotiates with and provides comments to agency personnel prior to permit finalization
- Provides guidance to company personnel as to what is required to comply with air quality permits and regulations
- Assists facilities with program development and implementation of air quality rules
- Provides rule interpretation guidance as questions arise
- Assists facilities with routine reporting
- Determines circumstances when facilities would be deemed to be out of compliance
- Manages deviation reporting to the appropriate agencies
- Manages air quality enforcement actions
- Maintains corporate air quality files
- Perform other duties as assigned

- B.A. or B.S. in Environmental, Engineering, Math, Science or related field and two (2) plus years of related 
- Working knowledge of all federal air quality programs (e.g. Title V, NSR, NESHAPS, NSPS, GHG reporting, etc.)
- Ability to successfully and timely complete and review projects and reports
- Work on multiple projects simultaneously, with unexpected interruptions, and maintain a timeline for completion of the projects
- Attention to detail, ability to work well with all levels of personnel at Roseburg
- Willing to travel
- Excellent interpersonal, verbal, listening, and written communication skills
- Strong organizational skills
- Demonstrated problem-solving skills
- Competent in Microsoft office products as pertaining to Emission Inventories and other Agency reporting

Preferred Qualifications

- Experience with certain NESHAP/MACT rules including Boiler, PCWP, Wood Furniture Manufacturing, Surface    Coating, and Reciprocal Internal Combustion Unit MACTs
- Working knowledge of Oregon air quality programs (e.g. Title V, PSELs, CAO, etc.)
- Previous environmental management and air permitting experience
