Job Summary (Purpose):
With guidance from the Safety Compliance & Training Director this position manages the safety administration and training group and all of the services including management of computer databases that contribute to company-wide regulatory compliance concerning both OSHA and USDOT.  The position is responsible for statistical analysis of data sources to provide direction for cultural/behavioral changes and improvements. The manager oversees reporting processes and ensures data is accurate and relevant to the needs of the organization. 

Provides technical, code and operational advice to ensure policies, procedures, and practices comply with federal & local regulations and National Fire Protection Association Pamphlets 54 and 58. Oversees the development of the weekly, monthly and bi-annual training meetings distributed throughout the organization, and the development of Safety Training through the use of the organization’s Learning Management System.  Supports Corporate and Regional Safety Professionals in compliance initiatives that drive performance throughout the organization by providing data analysis & reports, specific regulatory interpretations & guidance, and developing or improving computer databases & systems to manage compliance.  

Duties and Responsibilities:
Through statistical analysis assists in the determination of key focus areas needed for future training development. Makes recommendations for the establishment and development of processes and programs, focused on behavior, based on trends and patterns, and takes actions to avert potential risks before they result in an incident. Based on behavioral safety analysis, trends, and regulatory compliance, oversees the development of weekly, monthly and bi-annual safety training material. Monitors regulatory compliance - scope encompasses federal regulations under OSHA, DOT, and EPA, and state regulations.

  • Follow established programs and identify opportunities for improvement in processes designed to monitor regulatory developments
  • Develop strategies that are most cost effective for the business to assist in achieving compliance objectives.
  • Assists in the establishment of programs and procedures for the regions to meet federal and state regulatory requirements.
  • Audits programs to periodically assess compliance with regulations.
  • Supports the compliance of major safety programs within the company.
  • Generates routine and special request performance reports for management to track compliance and performance.
  • Audits, evaluates and analyzes data sets to search for trends, commonality, and areas for improvement. 
  • Recommends, develops and implements corrective actions as necessary Manages databases and safety systems. .
  • Manages the Federal Motor Carrier Driver Qualification process, including the Random Drug & Alcohol Testing Program for DOT- qualified employees. 
  • Ensures compliance with requests for information from DOT, OSHA, and other state or federal agencies.
  • Manages the relationships/partnerships with other key departments/vendors such as Workforce Health and the associated external vendor support companies.

Knowledge, Skills and Abilities:

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • The individual must have experience in navigating federal regulations including a good working knowledge of OSHA and DOT Federal Motor Carrier Safety Regulations.
  • The individual must possess demonstrated leadership, coaching and development skills. 
  • The position requires demonstrated writing skills and the ability to communicate effectively to large groups.
  • The individual must have excellent computer and analytical skills.

Education and Experience Required:

  • Bachelor of Science degree in safety or a technical discipline required plus a minimum of 5-10 years relevant experience in a chemical or gas industry.
  • A min. of five years as Safety Manager of multiple locations with demonstrated success.
  • Experience with chemical/gas storage and distribution systems plus large truck fleets beneficial. 
  • Strong computer skills (Microsoft Office etc.) required.
  • Valid drivers license required.
