Senior Environmental Specialist - Air Quality

Description:
Provides technical expertise, guidance and overall support in Enable Midstream Partners’ compliance with federal, state and local air quality regulations. Coordinates and contributes technically to challenging air quality compliance assurance, permitting and related compliance projects. Serves as technical professional for interfacing with air quality regulatory agencies and other parties and is responsible for maintaining effective working relationships with key stakeholders.

This position requires comprehensive knowledge within a functional area. Work is performed under general direction and is reviewed upon completion for adequacy in meeting objectives and to ensure compliance with processes, standards and policies of the organization. Provides technical solutions to a wide range of difficult and complex problems. Solutions are imaginative, thorough, practical, and consistent with the objective of the organization. May train and mentor less experienced professionals.

Essential Duties & Responsibilities: 

  • Execute on all aspects of company’s Air Program strategy to ensure compliance with all federal, state and local regulations.
  • Remain current with all environmental regulations and as they apply to our industry.
  • Communicate air quality requirements to all levels of the organization.
  • Submit compliance documents including semi-annual and annual certifications as well as NESHAP, NSPS, or Title V required notifications to appropriate regulatory agencies.
  • Prepare and submit annual emissions inventories.
  • Perform complex emission calculations and prepare complex construction/operating permit applications for current and future projects. 
  • Analyze, interpret and distill data and information to support submittals to regulatory agencies and internal clients.
  • Participate in the coordination, development, review and implementation of company air quality programs, training, presentations, policies and procedures.
  • Maintain and update air permits, databases, inventories, files and tracking systems to ensure regulatory compliance of all company facilities.
  • Verify compliance with regulations and ensures all required records are maintained, prepared, and/or submitted in accordance with established guidelines and/or regulatory deadlines within an assigned area of responsibility.
  • Interpret environmental regulations and assist in the development of company guidelines for air compliance.
  • Participate in regulatory inspections and internal audit processes.
  • Prepare and direct the activities of third party contractors to prepare necessary permit applications, dispersion modeling or other required studies.
  • Review and analyze air permits to determine appropriate implementation in the field.
  • Provide air quality support to company operations and other technical services as necessary.
  • Provide guidance to other team members to complete work assignments and to achieve department goals/objectives.

Minimum Education & Experience: 

  • Bachelor’s degree in Biological Science, Environmental Science/Management, Engineering or a related technical field.
  • Five (5) years’ directly related experience in air quality permitting/regulatory compliance in natural gas midstream or related oil and gas energy industry. Air quality permitting experience in Arkansas, Illinois, Louisiana, Mississippi, Missouri, North Dakota, Oklahoma and/or Texas preferred.

Knowledge, Skills, Abilities: 

  • Ability to demonstrate commitment to compliance with applicable laws and regulations and company’s Ethics and Compliance Code of Conduct and other company policies and procedures.
  • Ability to demonstrate knowledge in EPA, state, and local rules, regulations and guidance including but not limited to Title V, NSPS, MACT, CAM, emission calculations using EPA procedures, air pollution control technologies, risk management plans, etc. as they apply to company operations.
  • Ability to conduct regulatory analysis and develop cost effective implementation strategies for air quality matters at company facilities.
  • Strong interpersonal skills with the ability to develop a network of contacts and partners.
  • Ability to develop and present training programs for client specific requirements.
  • Ability to establish and maintain constructive and positive working relationships with clients, contractors, peers, supervision and regulatory agencies.
  • Strong oral and written communication skills with the ability to communicate at all levels of the organization.
  • Strong analytical skills; ability to recognize, analyze and solve complex problems.
  • Ability to take initiative to reason and exercise independent judgment and discretion in dealing with a variety of individuals and situations.
  • Ability to handle confidential and proprietary information and material with the highest degree of professional responsibility.
  • Skills in Microsoft Office suite applications (Excel, Word, PowerPoint).
  • Ability to effectively prioritize projects and tasks; meets deadlines; instills accountability in others.
