Environmental Specialist - Waste & SPCC Program Manager

Purpose:
ONEOK, Inc., a leading natural gas midstream operator, is seeking an experienced professional to manage its Waste Management and Spill Prevention, Control and Countermeasure (SPCC) programs.  The Program Manager will be responsible for leading the development and implementation of comprehensive compliance management systems to ensure ongoing compliance with regulatory requirements, and will provide expert level support around waste and SPCC compliance matters. 

This position will be based at ONEOK’s corporate headquarters in Tulsa, OK and will require up to 20% travel to field locations.

Scope of Duties and Responsibilities:

  • Lead and manage the Waste Management and SPCC compliance programs for ONEOK, including program enhancements, compliance systems, contractor coordination, internal reviews, and general compliance oversight
  • Develop tools and templates to manage the collection of environmental compliance information that results in enhanced compliance performance and appropriate quality and accuracy reviews of the data.
  • Provide expert level knowledge of Waste Management and SPCC compliance requirements and midstream operating parameters to answer questions regarding applicability and compliance. Evaluate compliance data to ensure the quality and accuracy of the data relative to operating parameters or specifications in order to facilitate compliance evaluation or reporting
  • Recognize and resolve regulatory applicability issues and identify compliance requirements and tasks.  Able to apply risk based analysis of compliance relative to operations practices.  Provide support to environmental team and operations to resolve complex questions of applicability or requirements.
  • Coordinate field inspections at operating assets to identify compliance improvement opportunities and review identified opportunities for application across a broader asset base.  Ensure corrective actions are sustainable and provide ongoing compliance.
  • Recognize the need for and develop new procedures and tools to facilitate and demonstrate compliance
  • Review environmental inspection reports and resolve potential compliance issues based on knowledge of regulations and operating assets
  • Negotiate with contract and consultant resources to ensure an appropriate level of service and competitive rates for service.  Evaluate contractor and consultant performance and make recommendations on continued use.
  • Manage the Waste Management and SPCC compliance systems for complex operating sites and projects.  Contribute to system enhancements to improve compliance performance.  Training new users on compliance systems and procedures.  Participate in the development and implementation of new compliance systems.
  • Manage agency inspections concerning Waste and SPCC and represent ONEOK in negotiations of compliance or enforcement issues.  Able to effectively represent ONEOK operating parameters and construction practices and the applicability of environmental regulations along with rationale for compliance positions taken by the organization.

Education and Experience:

  • Bachelor’s degree or higher in an environmental science or related technical discipline or equivalent combination of formal education and job related experience
  • At least eight (8) and up to fifteen (15) years of experience in an environmental compliance role is typical for this position, but years in the position is not as relevant as the application of knowledge and experience.
  • Experience with and thorough knowledge of Waste Management regulations, including Hazardous Waste, and their applicability to industrial operations. Experience developing and implementing compliance plans and practices around Waste Management, and identifying and driving improvements.
  • Experience with and thorough knowledge of SPCC regulatory requirements and application of SPCC Plans and practices in the oil and gas industry. Experience training, authoring and tracking the status of SPCC Plans and working with operations to resolve SPCC compliance issues.
  • Demonstrated ability to analyze, research, compile, and prepare permit applications, logs, reports, and correspondence and company responses to agency requests.Demonstrated ability to evaluate, research, and interpret governmental regulations, equipment performance manuals, regulatory agency guidance and instructions, reports, correspondence, and company policies and procedures.
  • Application of math, algebraic formulas, calculus, and statistics
  • Experience in use and function of office equipment including computers and applicable software
  • Experience interacting, advising, negotiating, and communicating effectively
  • Demonstrated ability to read and write fluently in English

Certification/Licensing:

  • Applicable driver’s license for travel to other locations and to job sites throughout the company.

Physical Requirements:

  • Mobility to travel in and around office surroundings and to other business locations.
  • Ability to operate tools and equipment required.
  • Ability to collect environmental field samples (air, water and waste) for analysis
