Environmental Manager

The Environmental Manager provides leadership to plant management regarding regulatory compliance, environmental operating permits, inspections and other regulatory matters under Title V of the 1990 federal Clean Air Act Amendment.  Will perform internal environmental audits of the plant and provide direction and assistance to maintenance and operating departments. Will have significant influence on regulatory compliance, environmental policy and internal management standards for environmental programs for both the Dover, OH and Hammond, IN facilities.  Must keep abreast of new environmental regulatory requirements. 

JOB RESPONSIBILITIES

  • Develop environmental and compliance strategies and set direction to achieve performance objectives and ensure safety of all employees and surrounding community
  • Analyze all Environmental and Regulatory Compliance to bring focus, attention, and leadership to resolving issues. 
  • Monitor national and international legislation impacting the chemical industry and develop influencing strategies to minimize threats, ensuring ongoing license to operate
  • Manage Environmental and Corporate Compliance reporting processes to meet corporate governance requirements and drive continual improvement
  • Ensure all employees are in compliance with the rules and laws of local, state, federal, and international regulatory agencies
  • Ensure all company policies and procedures are being followed and meet the company’s standard of conduct and corporate governance
  • Establish and maintain relationships with key regulatory authorities at the local, state, and federal levels
  • Establish an audit process to prevent non-compliance with existing and future regulations


JOB REQUIREMENTS

  •  Bachelor's degree in Environmental Science or Chemical Engineering
  • 10 – 15 years of progressive experience working with environmental programs and/or permitting are required, with minimum experience of
  • 7 years leading/coordinating specific environmental programs preferred, preferably in a chemical manufacturing environment, pharma, or petro-chemical plant
  • Expert knowledge in Title V compliance of the 1990 federal Clean Air Act Amendment
  • Technical knowledge on environmental regulations such as RCRA, CAA, CWA (SWP3, SPCC), NPDES.
  • Extensive knowledge of environmental regulations and legislation.
  • Proven strategic influencing and leveraged management skills.
  • Emergency response training for chemicals is a plus.
  • Experience with EPA inspections and compliance.
  • Excellent presentation, written, and verbal communication skills
  • Computer skills a must, with knowledge of MS Outlook, MS Word, MS Excel and MS PowerPoint.
  • Some travel will be required.


ACCOUNTABLILITIES

  • Lead facility compliance with federal, state, and local environmental laws, regulations and standards.
  • Spearhead the development of environmental compliance goals, targets and other objectives for the plant.
  • Develop and implement all technical programs and procedures for regulatory compliance including Title V of the Clean Air Act Amendments of 1990.
  • Expert at preparing/writing air quality permits
  • Hands on knowledge of State and local permitting agencies, SARA, CAA, to ensure compliance with all federal and state regulations
  • Assess the impact of regulatory changes that affect operations to ensure compliance.
  • Prepare and submit required environmental reports.
  • Interact with federal, state and local regulatory agencies.
  • Oversee Responsible Care and drive the environmental requirements of Responsible Care Management.
  • Support other EHS staffprograms and procedures to assure compliance with RCRA, SARA, Regulated Waste Disposal, and NPDES, among others.
  • Support compliance with Process Safety Management 
  • Generate and develop visible and relevant environmental metrics
  • Participate in monthly safety committee meetings and support action items related to environmental deficiencies.
  • Manage and support the implementation of environmental training in the plant when necessary.
  • Assist operations and maintenance in achieving environmental objectives to prevent pollution through on-going improvement programs that reduce the impact of our operations on the environment
  • Ensure incident investigations involving releases and develop action plan to prevent reoccurrence.

WORKING ENVIRONMENT:
The person performing the duties of this job may spend approximately 50% of their time monitoring plant activities as described above with potential for exposure to hazardous chemicals, wet or humid conditions, outdoor weather, noisy and dusty environment.  The other 50% of the time will be spent working out of an office performing accountabilities, handling project work, & planning devoted to environmental compliance. 

PHYSICAL REQUIREMENTS:
Must be able to don proper PPE to examine equipment and have the mobility to move around the facility, surroundings, and equipment that may require considerable use of arms and legs such as climbing, lifting, balancing, walking, standing, stooping, ability to climb stairs and ladders, lift or move up to 50 pounds occasionally.  May also need to climb stairs/ladders to examine work that may be conducted in high, precarious elevations.
