EH&S Manager

SCOPE AND RESPONSIBILITY:
The EH&S Manager With strategic direction from President, develop and implement programs in the areas of environment, health and safety that ensure responsible operations with minimal harm to people and or the environment.  Ensure that the facility is secure and risks from the outside are minimized, and will be accountable for providing companywide leadership, strategic vision, and managerial oversight for the Environmental, Industrial Hygiene, and Safety functions of the business.

The Manager of EH&S will supervise 18 direct reports and contractors providing leadership for all EH&S staff and lead execute and ensure success of corporate and site EH&S programs, and in addition:

General Business Management:

  • Manage the personnel, activities, set goals, mentor, evaluate & motivate staff and financial aspects of the environmental, health, safety, and security department. 
  • Manage and monitor multiple cost centers and budget performance. 
  • Manage EHSS information and process systems.
  • Develop policies and programs that ensure compliance with MSHA and OSHA across all operations. 
  • Audit key performance indicators to identify weaknesses for correction.
  • Develop policies and programs that ensure compliance with EPA and DEQ across all operations. 
  • Audit key performance indicators to identify weaknesses for correction. 
  • Respond to inquiries from neighbors and the general community.
     

Safety - Mine Safety & Health Administration:

  • Manage and participate in MSHA compliance inspections and other regulatory activities.
  • Submit and maintain MSHA records including Legal Identity, 7000-1 Injury/Illness Reports,
  • 5000-23 Training Certificates, 7000-2 Quarterly Reports, and other filings and records.
  • Manage and coordinate MSHA assessments and payment, negotiations, litigation.
  • Manage, create, audit, and maintain EHS policies and procedures.
  • Support employee based initiatives and teams. 
     

Environmental:

  • Manage permits for multiple media, licenses, and registrations for environmental activity and impacts.
  • Manage and participate in Louisiana Department of Environmental Quality and Environmental Protection Agency inspections and other regulatory activities.
  • Liaise with multiple agencies and community regarding emissions, material releases, and environmental impacts.
     

Process Safety Management:

  • Manage process safety management elements, functions, and systems including Management of Change, Process Hazard Analysis, Training, Hot Work, Employee Participation, Pre-startup Safety Reviews, Emergency Planning and Response, etc.
  • Manage and audit PSM aspects of the multiple consent decrees resulting from the July 5, 1999 pressure explosion.
     

Emergency Response:

  • Manage emergency response organization and command staff functions.
  • Manage emergency response team internal and external training activities.
  • Participate and liaise with Local Emergency Planning Committees, Mutual Aid organizations, and emergency management and parish officials.
  • Manage resources and equipment to support emergency response capabilities.
     

Security:

  • Mange and participate in United States Coast Guard inspections.
  • Manage contract security staff and function.
  • Manage resources and equipment to support security capabilities.
     

Health - Industrial Hygiene:
Manage and coordinate industrial hygiene activities related to dust, noise, vapors, caustic, hydrogen sulfide, mold, lead, asbestos, mercury, bauxite, alumina, radiation, etc.

Medical:

  • Manage contract medical staff and function.
  • Manage resources and equipment to support medical clinic and emergency medical capabilities.
     

Risk Management - Workers Compensation:

  • Manage workers compensation third-party administrator.
  • Manage negotiations and litigation of claims.
  • Manage and participate in claims reviews for multiple TPA’s.
  • Coordinate with multiple internal and external stakeholders including Medical, Operations,
  • Maintenance, TPA, legal firms, and claimant.
     

All-Lines Insurance - Community & Government Affairs:

  • Community Advisory Panel (CAP)
  • Interface with local, state, and federal officials.
     

REQUIRED SKILLS AND EXPERIENCE:

  • Bachelor of Science degree with a concentration in Environmental Safety & Health or related fields.
  • 10 plus years of experience in EH&S with 5 or more in management or a supervisory capacity.
  • Must have strong leadership skills and have the ability to provide visionary leadership for EH&S
  • Continuing education in EH&S management and ongoing changes in EH&S regulatory requirements.
  • Demonstrated knowledge of federal, state, and local EH&S regulatory requirements, industry trends, and ability to work effectively in a globally-matrixed organization / team environment.
  • Excellent written and verbal communications skills. An excellent communicator
  • Demonstrate clear understanding and use of basic principles, theories, and concepts of EH&S Management, including environmental and safety management and occupational health.
  • Preferred: Advanced degree in Environment, Safety and Health with certifications such as CSP, Professional Engineer, CHMM, etc.
